As of March 2022, Molly Loftus has been named President & Chief Executive Officer of Consortium Health Plans. Molly joined Consortium in November 2017 as senior vice president for actuarial and analytics. In this new role, she served as Consortium’s prime strategic business partner to member Plans across all topics related to strengthening Blue value for National Account employers.
Prior to joining Consortium, Molly was the chief actuary, health and benefits, at Mercer. She previously held a range of leadership positions at Cigna. During the course of her career, she has worked extensively in the national accounts space, including both consulting and underwriting for large national accounts employers. Molly has additionally led teams in medical economics, network analytics, finance, and pricing, and served in a key individual contributor role supporting M&A activity.
Molly earned a bachelor’s degree in mathematics at the University of Massachusetts, Amherst, and is a Fellow of the Society of Actuaries.

Bob Ruocco joined Consortium Health Plans as the company’s Senior Vice President, Chief Information Officer in 2021. Prior to joining Consortium, Bob served as Vice President, Chief Information Officer at Highmark Blue Cross Blue Shield of Western New York.
At both Highmark Blue Cross Blue Shield of Western New York and previously at HealthFirst, Bob has served in a broad range of technology leadership roles, including responsibilities as a CIO, CTO, CISO, and has first-hand experience driving digital transformation efforts, including cloud migration and AI/ML enablement. He has over 20 years of technology experience, including leading technical vision and development.
Ruocco earned a master’s degree in science, information management from the Stevens Institute of Technology, a master’s degree in strategic management from Niagara University, and a bachelor’s of science from William Paterson University of New Jersey.
He serves on the board of directors for the American Lung Associations Buffalo and Northeast Chapters, AAA of Western/Central NY, Mission Ignite powered by Computers for Children and the Computer and Science Engineering Advisory Board for the University at Buffalo.

Sarah Oliver is responsible for Consortium’s network strategy development and solution alignment. She serves as a resource for BCBS National Account opportunities to identify, design, and present national network solutions to clients and prospects. In addition, she has supported the national Blue High Performance Network (Blue HPN) development efforts, working alongside Blue Plans and BCBSA to frame external market requirements and expectations.
Throughout her 17-year consulting career, Sarah has provided strategic healthcare consulting support and recommendations for a variety of large employers across several industries, advising them on a wide range of topics, including strategy development and execution, vendor procurement, renewals, financial plan management, plan redesign, pricing, health management, employee engagement, and total rewards.
Before joining Consortium, Sarah was a senior healthcare consultant and served as the National Healthcare Delivery Leader for Willis Towers Watson. In this position, she was at the forefront of helping employers evaluate, implement, and operate innovative approaches to delivering care. She has experience with the evaluation and execution of network optimization strategies and solutions, including the viability of onsite health centers, high-performance networks, narrow networks, centers of excellence, direct contracting opportunities, and other value-based contracting approaches such as ACOs.
Sarah earned a bachelor’s degree in business administration in finance from the University of Iowa.
