As of March 2022, Molly Loftus has been named President & Chief Executive Officer of Consortium Health Plans. Molly joined Consortium in November 2017 as Senior Vice President of Actuarial & Analytics.
Prior to joining Consortium, Molly was the chief actuary, health and benefits, at Mercer. She previously held a range of leadership positions at Cigna. During the course of her career, she has worked extensively in the national accounts space, including both consulting and underwriting for large national accounts employers. Molly has additionally led teams in medical economics, network analytics, finance, and pricing, and served in a key individual contributor role supporting M&A activity.
Molly earned a bachelor’s degree in mathematics at the University of Massachusetts, Amherst, and is a Fellow of the Society of Actuaries.

Sarah Oliver is responsible for Consortium’s network strategy development and solution alignment. She serves as a resource for BCBS National Account opportunities to identify, design, and present national network solutions to clients and prospects. In addition, she has supported the national Blue High Performance Network℠ (BlueHPN℠) development efforts, working alongside Blue Plans and BCBSA to frame external market requirements and expectations.
Throughout her 17-year consulting career, Sarah has provided strategic healthcare consulting support and recommendations for a variety of large employers across several industries, advising them on a wide range of topics, including strategy development and execution, vendor procurement, renewals, financial plan management, plan redesign, pricing, health management, employee engagement, and total rewards.
Before joining Consortium, Sarah was a senior healthcare consultant and served as the National Healthcare Delivery Leader for Willis Towers Watson. In this position, she was at the forefront of helping employers evaluate, implement, and operate innovative approaches to delivering care. She has experience with the evaluation and execution of network optimization strategies and solutions, including the viability of onsite health centers, high-performance networks, narrow networks, centers of excellence, direct contracting opportunities, and other value-based contracting approaches such as ACOs.
Sarah earned a bachelor’s degree in business administration in finance from the University of Iowa.

Bob Ruocco joined Consortium Health Plans as the company’s Senior Vice President, Chief Information Officer in 2021. Prior to joining Consortium, Bob served as Vice President, Chief Information Officer at Highmark Blue Cross Blue Shield of Western New York.
At both Highmark Blue Cross Blue Shield of Western New York and previously at HealthFirst, Bob has served in a broad range of technology leadership roles, including responsibilities as a CIO, CTO, CISO, and has first-hand experience driving digital transformation efforts, including cloud migration and AI/ML enablement. He has over 20 years of technology experience, including leading technical vision and development.
Ruocco earned a master’s degree in science, information management from the Stevens Institute of Technology, a master’s degree in strategic management from Niagara University, and a bachelor’s of science from William Paterson University of New Jersey.
He serves on the board of directors for the American Lung Associations Buffalo and Northeast Chapters, AAA of Western/Central NY, Mission Ignite powered by Computers for Children and the Computer and Science Engineering Advisory Board for the University at Buffalo.

Elizabeth (Liz) Knape joined Consortium in 2022 as Senior Vice President of Actuarial & Analytics. In this role, she serves as Consortium’s prime strategic business partner to member Blue Cross Blue Shield Plans across all topics related to strengthening Blue value for National Account employers. She works with Plan actuaries and commercial leaders to ensure accuracy and validity of data, and interfaces with consulting/brokerage firms to ensure Blue value is properly represented in measurement tools.
Prior to joining Consortium, Liz was the market leader for WTW’s Northern California Health & Benefits practice, and she served as a lead consultant for large, complex employers, helping them design and implement benefits programs for their employees. She has more than 25 years of industry experience, including consulting and health plan roles.
Liz earned a bachelor’s degree in actuarial science and risk management and insurance from the University of Wisconsin-Madison, and is a Fellow of the Society of Actuaries.

As Senior Vice President & Chief Operating Officer, Craig Jannino directly supports the president and CEO in implementing Consortium’s mission to position Blue Cross Blue Shield as the preferred carrier for National Accounts. Craig has 30 years of industry experience, leading a variety of strategic consulting, product, people, and sales initiatives.
Prior to joining Consortium, Craig spent 24 years in various leadership roles at WTW. Most recently, he served as WTW’s Health & Benefits Southeast Region Leader, after serving as the firm’s Health & Benefits New England Market Leader and Private Exchange Product and Sales Leader. In all roles, Craig was responsible for driving revenue growth and colleague engagement to enhance the client experience. Throughout the course of his career, Craig has also led several complex National Account relationships.

Catie Rhodes joined Consortium Health Plans as Vice President, Events & Sales Enablement in 2022. In this role, she serves as Consortium’s strategic business partner to member Plans as they strive to more deeply engage employer and consultant stakeholders and clearly articulate the Blue system’s compelling value proposition.
Prior to joining Consortium, Catie was the founding Head of Consulting Relations at Cleo, a Series C digital health startup. Before her role at Cleo, Catie was a senior healthcare consultant and served as WTW’s Connecticut Large Market Health & Benefits Leader. In her role at Cleo, Catie developed and led Cleo’s consulting and broker relations strategy. In her consulting roles, Catie has worked extensively with large employers across varying industries, advising them on topics including health and welfare program strategy and design, development of customized wellbeing and clinical strategies, vendor procurements and implementations, and reporting on and measuring effectiveness.
Catie earned a master’s degree in business administration from the University of Connecticut, and a bachelor’s degree in economics from Binghamton University.
