Anthony R. Masso
President and Chief Executive Officer
Anthony Masso is president and CEO of Consortium Health Plans. In this role, Mr. Masso focuses his energy on developing relationships with key industry leaders, benefit consultants and within the Blue Cross Blue Shield System. He also manages all areas of the company’s operations. Additionally, he serves as an ex-officio member of several Blue Cross Blue Shield Association committees to coordinate efficient use of plan resources.
Mr. Masso has extensive experience in the health care industry. He has worked for several managed care organizations, as well as venture based startups and consulting firms. He served on the board of over 15 different companies ranging from managed care organizations, physician partnerships, public service and venture capital companies.
Most recently, Mr. Masso was president of StrongCastle, LLC, a private consulting company specializing in developing and implementing strategic business plans. He worked as an advisor to the CEO of Ewing Marion Kauffman Foundation, which focuses on promoting entrepreneurship and youth development. He also worked with RxHub, LLC, a consortium of major pharmaceutical benefit management companies covering 120 million lives, to promote electronic prescriptions and patient safety.
He was also president of Litho Group, Inc., and executive vice president of Integrated Health Services, Inc. He spent four years as senior vice president of the Health Insurance Association of America, where he planned and implemented a major transformation of indemnity insurers into managed care networks. As senior vice president of Aetna Health Plans, he was responsible for all East Coast operations for all HMOs and POS health plans with a budget of $550 million.
Mr. Masso spent several years working in the public sector. As a senior executive with the U.S. Department of Health and Human Services, he planned and implemented a national program to stimulate private investment in HMOs in order to contain health care costs. He also worked as a legislative aide for the U.S. Senate, with the National Centers for Disease Control and as a special assistant to the U.S. Peace Corps. As a Peace Corps volunteer, he gained extensive experience in Latin America.
Mr. Masso received a master's in public administration from Syracuse University and a bachelor of science from the University of Rhode Island.
Michael P. Frampton

Michael Frampton is senior vice president for national account services of Consortium Health Plans. He is responsible for all Consortium sales and marketing support programs.
Mr. Frampton joined the Consortium as director of network management in 1995.
Prior to the Consortium, Mr. Frampton served as Empire Blue Cross Blue Shield’s vice president for provider relations following his success in building a full-service managed mental health and substance abuse division within Empire called Empire Mental Health Choice. From 1991-94, Mr. Frampton managed a team charged with transferring the managed care expertise of Preferred Health Care, the nation’s leading managed mental health care company, to Empire under a contract between the two organizations.
Mr. Frampton served as Preferred Health Care’s vice president for clinical policy from 1987-1991. In this capacity, he developed the Preferred Health Care Clinical Policy Review Manual, recognized as the premier set of criteria for the review of mental health and substance treatment, on behalf of large national employers. This followed his work as manager of hospital development for Four Winds Hospitals, a New York-based psychiatric hospital company. Mr. Frampton was responsible in 1986 for securing approval (certificate of need) for Four Winds, Chicago’s first private psychiatric hospital for the chronically mentally ill.
Mr. Frampton began his career in the Illinois Bureau of the Budget, responsible for budgeting Illinois’ public assistance programs and for projecting the level of federal reimbursement. He subsequently served in the Illinois Department of Mental Health and Developmental Disabilities and the New York State Office of Mental Health, administering funding for community mental health, developmental disability and substance abuse treatment programs.
Mr. Frampton received his bachelor’s (human behavior) and master’s (social service administration) degrees from the University of Chicago.
Kyle A. Raffaniello

Kyle Raffaniello is vice president of marketing of Consortium Health Plans.
Ms. Raffaniello has over 25 years of health care experience focused in the areas of marketing, sales and national account development. She has served as vice president, market development with The Travelers Health Network; vice president of national account development with Alta Health Strategies; vice president of sales and marketing for Group Health Association; and vice president of sales with Humana. In these roles, Ms. Raffaniello has worked with those in the broker and consultant communities who are focused on the large employer segment of the market.
Ms. Raffaniello began working in hospital administration at Parkland Hospital in Dallas, and she has spent the majority of her professional career in the managed care industry. Most recently, she served as the marketing and sales executive for Elder Health, a Medicare managed care company. In that capacity, she oversaw the development and execution of a marketing and advertising campaign focused on brand awareness and membership growth. The results of this initiative more than doubled the growth of the company in members and tripled the company’s revenue.
Ms. Raffaniello is a graduate of Mount Saint Mary’s College. She earned a master of health care administration from George Washington University.
Michael O. Underman
Vice President, National Account Services

Michael Underman is vice president for national account services of Consortium Health Plans.
Mr. Underman joined Consortium Health Plans in January of 2004. He is responsible for the day-to-day operations of Consortium national account services, which includes the plan analytics, plan capabilities, market insight and MarketQuest departments.
Mr. Underman brings over 20 years of finance, marketing and systems experience to the Consortium, and he is leading the group's efforts to enhance the data-driven sales intelligence and tools that the Consortium provides to its members and affiliates.
Most recently, Mr. Underman was responsible for business and product development at RewardsPlus, an employee benefit technology firm. Prior to that, he was responsible for managed care operations at Integrated Health Services. Earlier in his career, he managed his own healthcare consulting firm and served as a manager with Ernst and Young's healthcare consulting practice.
Mr. Underman is a certified management accountant and a certified public accountant.
Carter R. Coberley
Vice President of Business Intelligence and Chief Information Officer

Carter Coberley is the vice president of business intelligence and chief information officer of Consortium Health Plans. He is responsible for all information technology and business intelligence support for the company. Dr. Coberley joined the Consortium in 2007.
Prior to the Consortium, Dr. Coberley served as the vice president of informatics at Healthways Inc., the world’s leading and largest provider of health and care support services. In that role, he was responsible for creating the analytics strategy for the organization, building a team of health care analytics and business intelligence experts, and creating a massive health care outcomes data warehouse that his team leveraged to articulate the value of care support for outcomes improvement and cost savings. He also served as the primary liaison between Healthways and other industry partners, customers and consultants on all matters related to health care analytics for the company.
Under his leadership the department of informatics was grown and transformed into the Center for Health Research, one of the largest and leading health care analytics teams in the care support and wellness industries. His team’s mission focused on leveraging health care information technology and advanced analytics to better understand and optimize health care outcomes and quality of care. This cutting-edge work ultimately demonstrated the significant value that Healthways delivered to health plans, employers and health plan members.
Dr. Coberley began his career at Gene Logic, Inc., leading several teams that conceptualized, developed and marketed some of the most sophisticated biomedical analytics systems in the world. These award winning systems are being sold internationally to the biomedical community and are marketed in more than 32 countries by corporations such as GE Health care Systems. He is first author of numerous peer reviewed publications in the fields of public health, health care analytics, applied statistics, bioinformatics and data mining. In addition, he is co-inventor of several pending U.S. Patents related to novel large scale data mining and high volume data analytics methodologies.
Dr. Coberley received his Ph.D. in biomedical sciences with a specialization in bioinformatics from the College of Medicine at the University of Florida and his bachelor’s degree in microbiology from Oregon State University.
Daniel Miller

Daniel Miller is vice president of consultant relations of Consortium Health Plans.
Mr. Miller currently leads the Consortium’s consultant relations division, providing consultants with an understanding of the Blue Cross and Blue Shield system and their plans, a clear and unified voice on national Blue initiatives, and advocacy for consulting issues.
Mr. Miller has over 15 years of experience in employee benefits consulting, national account sales and health plan underwriting. Prior to joining the Consortium, he managed consultant relationships in the national accounts division of Blue Cross Blue Shield of Minnesota where he served on the Consortium’s analytics and sales thought-leadership committees. His background also includes experience with MercerHR Consulting and in health plan underwriting for Blue Cross Blue Shield of Minnesota and ODS Health Plans.
Mr. Miller holds a bachelor’s degree in mathematics and business from Bethel College in St. Paul, Minnesota.
Eileen A. Renaghan
Director, Information Technology

Eileen Renaghan is the director of information technology for Consortium Health Plans. She is responsible for leading the Consortium’s information technology strategy and transforming the information services delivery experience.
Mrs. Renaghan has 20 years of experience in the health care information systems industry, including acute and managed care settings, software vendor and consulting environments. Before joining the Consortium in 2003, Mrs. Renaghan was the director, information technology for Kaiser Permanente of the Mid-Atlantic States (KPMAS). Mrs. Renaghan directed the project and support activities of a large IT staff serving 6,000 users in 40 locations. Prior to this position, she held several technical management positions with KPMAS. Additionally, Mrs. Renaghan was the director of system development for Information Analysis Incorporated’s health care practice. She also held senior technical management, account executive and product management positions with QuadraMed (formerly The Compucare Company.)
Mrs. Renaghan earned a bachelor of arts degree at the State University of New York at Albany, and she successfully completed the Advanced Leadership Program at the Kenan-Flagler Business School, University of North Carolina-Chapel Hill.
